Hi,

I have a Late 2013 (non retina) 27inch iMac that I’m trying to use as an external display with my new M1 iMac.

command f2 isn’t working. It doesn’t work from the log in screen either.

I have tried many cords and just bought the official apple thunderbolt 2 to 3 adapter and the official thunderbolt 2 cord.

so now I’m using everything official, all my software is updated and it’s still not working.

I never got any confirmation, but I think that the M1 Macs are not compatible with Target Display Mode capable iMacs, with the exception of the Late 2009 and Mid 2010 27" iMacs since the older ones uses the Mini Display Port for TDM and not TB like the Mid 2011+ iMacs.

Not sure what OS you are using on your iMac, but IIRC, Target Display Mode won't work past High Sierra on the target iMac.
 
I had the same plan until researching the subject showed that it was almost certainly not going to work.
I'm now considering the Luna Display Mac to Mac option. They have recently updated the connection from WiFi only to include wired through either ethernet or Thunderbolt. It isn't a cheap option but I want to continue to get some value from my late '13 27" when I upgrade to its AS replacement.
