...and I've tried the "update" and "restore" options in iTunes. It just sits there and the buttons turn grey, nothing downloads, and the ipad stays with that same screen.

It is running the 10.2.1 beta, its on the developer program, any ideas?

I really hope this thing isn't bricked... has been babied since i got it.

Try to restart your iPad Air by holding the power and home buttons at the same time, then release the home button.

My son's iPhone 6+ just went through this yesterday, after he tried updating to the latest beta and there wasn't enough battery left (effectively bricking his phone).

You may need to get it into DFU mode, where the screen is black (not showing the plug into iTunes) which you can find instructions of how to do online, then do a restore through iTunes. It took a number of tries to get it to work correctly, but finally got him back up and running.
