I am thinking of upgrading my 2015 27" iMac 3.3 i5 / M395 24 GB ram to a 2018 Mini. One benefit for me is having a separate monitor because I may also built a PC. I use the iMac for lightroom, Photoshop office surfing etc... and it fits my needs right now. Has anyone done a similar move? I am wondering is it a upgrade or a sideways move.

Feels a little sideways. mini's Coffee Lake cpus are step up but I don't think the gap is that huge compared to the 2015 Skylake processors, especially if you are currently satisfied with how your iMac is working today. There's no harm sticking with the iMac until you've decided firmly on building a PC / Mac setup with a single monitor.
