Does anyone know what's going on here? Permanent horizontal lines in the top half of the screen. They don't move when opening and closing the lid. Any ideas? Is it a known issue Apple might fix FOC? 2028 MacBook Pro, 13 inch.

Either the display cable has a minor malfunction on the logic board or the graphics card is going kaput.
was this MacBook Pro dropped recently?
do you reset the PRAM? (long shot but worth they try)
and does the screen show line on an external display?

an extra tidbit:
there is a repair person in NYC (I think Louis Rossmann) who has a video on how he fixed some person's MBP
for free by soldering the logic board display connection
while the genius bar quoted him over $1200, which he secretly filmed
this was on CBC I think in 2018-19ish

It's faulty display unfortunately.
No Apple quality programs for this model, although it's a quite widespread issue.

You can find a display replacement on eBay if you, or a friend, can do the task of replacing it.
There's a guide on iFixit:
