My 2018 version i7 MacBook Pro has gone kaput.

It's not even turning on and the Maple guy says the entire panel has to be replaced which would cost Rs 83,000 ($1000) so I've decide not to repair it for now because he says that the data won't be recoverable.

I had the battery changed 3 months ago by a local repair guy here and all he did was change the battery. That may have caused the issue but is true that Apple only repairs it by replacing the whole panel only ?
 
Try attaching your MBP to an external display to determine whether the issue is GPU or your laptop display.

Still nothing. Its not even getting powered on.
You mean there is no image on the display, correct? The MBP still powers on, yes? If answer is "No, the MBP does not even power on." then it possible you might have a faulty battery.

MBP does not even power on. It seems the battery alone can't be changed in this 2018 Intel model - the entire bottom panel has to be changed.

No, a battery replacement on those models is possible. It's just very difficult, which is why Apple was known to just give you a new top case. The "top case" is what you're thinking of as the bottom panel.
