I have tried several adapters to output Extended Monitor at 4k 60hz to a TCL TV capable. I am now using a 4k Pluggable C-HDMI adapter. If it matters I am using the right TB3 port nearest the screen.

Does this system information panel "UI" section confirm 1080p? (attached). The media player also does not believe the screen is 4k.

What TB3-HDMI or C-HDMI adapters will provide the 4k 60hz output? I do not need a hub but I would use one if it accomplished the goal. I prefer single function devices for this.

Are you certain the HDMI port on your TV supports 4k/60? Your TV needs to support at least HDMI 2.0, which is apparently a setting that needs to be enabled in the TV’s settings in at least some TCL models. Have you also checked in the computer’s display settings to see if you can select 60Hz there?
The screen capture you posted indicates that the computer is sending 4k/30, so the computer is recognizing it at 4k resolution, just not at 60Hz.
Virtually every USB-C to HDMI adapter nowadays will have no trouble supporting at least 4k/60.
