Will I regret not upgrading the memory from 8GB to 16GB from the factory?

I self serviced my 2018 Mac mini and upgraded the RAM to 32GB. Doesn't seem like I have that luxury with the 2021 iMac 24".
 
Depends on what you are planning to do with the iMac. Light tasks, you won't have any issues for a few more years. Heavy pro tasks - then maybe you should even ask if this is the machine for you.

How about light task but intend to use for at least 5 years?
 
Yes, I'd recommend getting the 16 GB memory upgrade [even at the exorbitant $200 cost increase over 8 GB].

That's how I specced my M1 Mac mini when I purchased it in December.
