Hence the amalgamation and new 13" macbook. They know two similar lines for different markets and wide ranging price tag doesn't work, people simply choose the cheaper option if the differences are so minimal.
A 23" 2.16 core duo imac is too top end and if it ever happens it wont be until the powermacs are replaced with something far more stellar..

But i think that apple won't go for the 23" iMac 'til the 23" lcds and larger goes down in price to consumer prices, I think the 23" lcds and above are still Pro price range ..
So within 18 months or so the prices of those sizes of lcds will be @ consumer price level ..
