24" iMac Issue - Graphic glitch with Kernal panic message - Video Card Bad?

I have a old school '08 era 24" iMac that was working fine until today when the message "You need to restart your computer. Hold down the Power button until it turns off, then press the Power button again." with graphic glitches all over the place.

I can't boot into safe mode, resetting SMC and PRAM does nothing

I am assuming this is a video card issue? Does anyone think thats what it is and if there is any reasonable fixes for this?
