It's nothing to do with Apple the option is enabled by the carrier update file.

i still have my usual settings, 2g/3g/lte, but my carrier has all 3 networks. available toggle settings is done by the carrier not apple

On Vodafone IT I can only enable/disable 4G (LTE) or enable 4G for Data or for Voice/Data.
2G/3G/LTE switch is gone since iOS 8....

it's a carrier thing. am on M1 (singapore) too. anyway they're doing away with 2G in singapore soon as far as i heard

Ah yes, thats what i heard too. To free up that spectrum for other usages..
