Hi, my 2G 4GB iPhone, which is out of warranty, isn't functioning properly.

The touchscreen allows me to "Slide to Unlock" the phone, but I am unable to press the four bottom applications, although the rest of the touchscreen works except for this bottom portion.

What are my options to correct it?

Might be a software issue, restore it.
 
Even though it's out of warranty, try taking it to the Apple Store.
Just make sure it's not jailbroken.
