I always turn the button off on my Shuffle when I'm done with it. When riding a certain loop a couple of years ago, I noticed it was not only starting on the same song, but when I got to a certain intersection I was at the same song. This finally changed when I accidentally drained it on a ride and had to fully recharge it.

Recently I've noticed the same issue. I rarely drain the battery. It's actually starting at the same song all the time and then shuffling the songs in the exact same order. I have 10-12 hours of music on the Shuffle so when I do frequent 1.5-2 hour rides it gets kind of annoying! :)

If I don't turn it off, it will start right where it leaves off and continue on. I just don't like to leave it on for extended lengths of time if I'm not using it.

The only thing I haven't tried lately is to see if adding/deleting a song to the Shuffle resets the order at all.

I did a search and it seems a few people have noticed this on their phones (I have not yet). But no solutions.

Any ideas on how to get around this?

I don't own a shuffle and I apologize if this sounds like a stupid suggestion, but are you playing the iPod in shuffle mode? It has a switch that alternates shuffle and playlist modes. Playlist mode will play the songs in order, every time. The icon looks like a continuous loop. Shuffle mode will actually shuffle the music. The icon has two crossing arrows that form an "X".

See the switch on the bottom left part of the picture, on the opposite side of the off switch? Make sure it's set toward the left setting to ensure shuffle mode.

If the switch is set correctly, then it's possible the switch itself may be broken on the inside and is stuck on playlist mode.
 
actually I noticed the same thing on Classic.
I don't know how it picks songs but the first songs are always the same (the very first song isn't usually but all the rest just remain the same).
I wonder what is the algorithm that shuffles.
