2nd Hand Mac Mini

I'm thinking of getting a mac mini on ebay, but I'm concerned how the whole register the user thing works as I'm getting it to develop apps with and sign up to the apple dev program with. If I do some kind of factory reset does that reset it back to as if it was a brand new machine? or does the original first owners details still linger?

just wipe the drive and do a fresh install.
