No, he is right. 3.1.0 will most likely be released the same day the iPod media event happens. Not sooner. Think 2.1.0 and 1.1.1 releases. Always after the event.
3.1 will be released tomorrow. It sounds as good as any of these other predictions.

I think what he means is... 3.0 GM came out (for developers) 2 weeks before the public got it.
Beings that we haven't seen a new beta build for 3.1 yet and we are way over due, I think the Media event will be a safe bet... always has been, and always will be.

Snow Leopard is being released/sold to customers August 28th. He asked if 3.1 will be released alongside Snow Leopard. There was nothing implying that he meant to developers in any of his statements.
Touch users don't pay for regular updates. They only pay for 2.0, 3.0, 4.0, etc (with the exception of 1.1.3)
