I can confirm that 3D touch exists on iOS 13. I'm using an iPhone XS Max and just installed iOS 13.0 today.
 
Some people seem adamant it’s still there but I am 100% certain after using it that it’s been disabled. All the features (except the pop part of peek and pop) are all still there but it’s definitely using the haptic touch/longpress now rather than 3D Touch. It’s emulated will with the software and haptic feedback which is why some people think it’s still there, but the pressure sensitivity is gone.

3D Touch definitely still exists. On my iPhone X e. g. I now have haptic touch and also 3D Touch on folders. When I’m just holding down on a folder it takes a bit longer for the menu to pop up compared to when I hard press it so 3D Touch is still available.

Hmm yea I kinda see what you mean there actually. They’ve essentially crippled the full functionality of it though. Before when you pressure touched a folder you could vary the pressure and see the animation change with the pressure applied/reduced. Now everything only has 2 states, pressed or not pressed, they’ve obviously done this to keep it consistent with the new phones that lack the hardware. It’s not really a big deal as I’m sure I’ll get used to it quickly, I will miss peek and pop though. You can only peek now and a 2nd press is needed to then fully open it.
 
Its been disabled. It still feels like its there if you are used to it, but even if you tap and hold lightly, without pressing, you get the sam options.
 
Peek & pop’s gone, but the App icons shortcut menus still work.

I won’t mind if Haptic Touch replaces it completely if it means the prices won’t increase & we get more room for better batteries, as we’ve seen in the iPhone 11.

There's a clear, undeniable difference in speed. 3D Touch works instantly, as it did before, while a long touch takes over a second to do anything. So for all practical purposes 3D Touch is still there, and as far as I can see it works and feels the same.

Thanks. I see what you mean now about the speed difference. Unfortunately the main functionality of it, in that it can detect varying pressures, is what has been disabled. Although you can activate it quickly by hard pressing, the software no longer acknowledges any variance in pressure. You used to be able to control the animation by varying the pressure etc, you can’t now. This is also why peek and pop doesn’t work, it’s just peek now.

It’s definitely still there, just some aspects of it have been modified in some places.

The pressure differences and reactions to those seems to be one of the modifications. However the response to pressure (a hard press) is still there for 3D Touch.

"Peek and pop" is still enabled in Safari when previewing tabs - light press shows the tab and hard press pops in. That's the only place where I have noticed it works tho.
 
How do you turn on the flashlight or the camera from the lock screen? As far as I can see, 3D Touch is still the only option - the icons don't seem to react to anything else.
Sure, you can slide left for the camera, but I'm not talking about that. I'm talking about the camera icon - what can an iPhone 11 do with it? Long touch doesn't do anything, nor does trying to slide the icon up, Samsung-style. It only reacts to 3D Touch.
