Softbank can eat a cock for this. Not only is it locked, but supposedly requires a 2 year contract!
With this situation, it definitely seems that Apple is going back on their word.
In fact, Softbank's main rival, DoMoCo had announced plans to offer microSIMs for the iPad, but Softbank's exclusive deal killed that...leaving iPad 3G users on one of the worst networks in Japan. It's not like the US where some areas are better for ATT and some Verizon. Over here, DoCoMo is just flat out several times better, EVERYWHERE.
Guess I'm happy with my import Wi-fi model, plus Mi-Fi adapter.

- No SIM Free iPads will be sold in Japan
- 3G models will not be sold without a contract
- Even using micro-SIM from another network will not work on SIM locked iPads
- You can not make a contract for an imported iPad
