iOS 9 says that I have used 10gb this period but my phone company says 1,3 gb, any idea why?

Always listen to your mobile operator over iOS, I tend to completely ignore iOS as the time periods never match. Be aware that sometimes it takes a while for them to catch up to your actual usage so pay attention to the au xx/xx/xx à xxhxx

Where can I see the ios time period?
Well, for your carrier they likely list when the current period stated. For iOS it should be on that same screen perhaps at the bottom where it should say when the counter was last reset.
