I stumbled across this article online about how to downgrade a 3GS from 3.1 back to 3.0:

Has anyone ever heard of this before or tried it themselves? If so, does it work? And do you know if it works with iTunes 9, or do you need 8.2?

It specifies 8.2 so I would guess it needs 8.2

Please Note: With this Guide you can only downgrade your firmware but not baseband. Even after downgrading iPhone 3G3.1 to 3.0 your baseband will be still 05.08.01.

As of now, your unlock chances do not look good, but who knows ??
 
It won't work. You can't downgrade on 3GS yet... that guide was posted back in July and Apple stopped signing older firmwares only 2 days ago.
 
I downgraded from 3.1 Beta 3 to 3.0.1 at one point.

I know that doesn't help but I just felt like typing.

True. 3GS is NOT downgrade-able at this time.
