iPod 3rd Generation Shuffle Question

Per the manual for the 3rd generation shuffle, when the orange light is blinking it means...

Do not disconnect (iTunes is syncing, or iPod shuffle is enabled for
disk use); may be still charging or may be fully charged

So when it's flashing it's still charging, correct?

To answer my own question, and so that everyone knows, yes, when the orange light is flashing it is still charging.
