I like Safari’s Reading List, so that I don’t need any 3rd party service like Pocket or Instapaper. Problem is, with no icon on my home screen I always forget to read stuff. So is there any 3rd party app, dedicated to reading, that taps into Safari’s Reading List?

Apple hasn't released any APIs for developers to integrate it into their apps beyond sending URLs to it.

You can do a workaround which is to use Pocket app and have IFTTT schema to sync between both.
