Does iOS 14 allow 3rd party app widgets or is it just limited to Apple widgets? I apologize if this has been discussed, I have not seen it.

Yes, there is a new WidgetKit for third party apps to include widgets, written in Swift UI.
that’s great news. I am excited to see what sort of widgets will be available from other apps
