No. They're not like PC's with a single hard drive cage.

Check out iFixit's "Mac Mini Late 2014 Teardown" for a view of the innards.

There's only room for one 9.5mm drive. New mini's with a Fusion (ie, a second drive) come with a PCIe SSD drive that is a whole other design; it's more like a RAM stick than a hard drive.

The 2012's and earlier aluminum mini's could hold two HDD's but the slots for each were separate from each other.
