MP 1,1-5,1 5,1 BoastA/B fans blasting, reporting 0 RPM after CPU upgrade

I recently bought and installed X5690s for a dual CPU Mac Pro 5,1. I haven't had any issues previously with it and was running two x5670s. However, the fans are running at full speed and utilities like Macs Fan Control are reporting 0 RPM, and missing senor data. The computer boots and I can hear and feel the air on the CPUs.

I tried reverting to the x5670s without any success. There are no error lights. Tried SMC reset (unpluging for a bit) and of course a NVRAM reset. Running a 2010 5,1 (no delidding necessary), 144.0.0.0.0 firmware, Tried digging for this issue here, and best I found was:

You should check the cpu sensors.

Looks like I edited this as you replied with the link to the same thread. Both look like the above photo. Looks right to me.

check the connectors and sockets on the heat sinks / CPU board for damage.

If you previously released the fan cable connectors from the CPU heatsinks : did you accidentally reverse the connection orientation of either CPU HS fan cable to the Tray's PCB connector ?

If you reversed either of them by 180 degrees , you just damaged your Tray and permanently lost fan speed control of the CPU Booster fans . It's called an electrical short .

If you retained the fan cable connectors to their CPU heatsinks , did you tighten the heatsinks down enough to have those cable connectors fully engage the Tray's PCB connector ?

We have not learned if you are using retail ( IHS ) upgrade processors or IHS-less upgrade processors .

I don't see how that'd of happened but I suppose it's possible.

Using lidded CPUs thus IHS is intact. heat sinks are fully tighted where they will not turn anymore. I've also tried loosening them too as that trick works for the 4.1s but I was just throwing a hail mary.

Here's one of the two CPU sockets, and I don't see any bent pins I took last night when I was checking for bent pins.
