Which would be faster? I'm looking at either a TiBook@500mhz or a G3 Snow iBook@800mhz. I'm gonna run 10.4 and be running Office and Quicken.

Normally I would recommend a TiBook. However, the 500mhz model is the very first Ti Powerbook. It does not have a Quartz Extreme enabled video card, and only has 8mb of VRAM. This means that overall, OSX will be chuggy with its visual effects. This MIGHT not concern you, but the iBook does have a Radeon 7500 with 32mb of VRAM which would provide a much smoother experience, even though its not as sexy as the TiBook.

Is there a way do disable the need for Quartz Extreme? This would be for a lady who is only going to use Safair, Quicken, and Excel. Plus, the Tibook would come with 768MB whereas the iBook would only have 384.

Either the hardware supports Quartz Extreme or it doesn't. I'd still go with the iBook. RAM can be added while the video card cannot be changed.
