This got me confused. I thought each device would get 5GB of iCloud each? I have Macbook, iPad, and iPhone 4. If I use my single iTunes account to sign in I only get 5GB for all devices? Why would I want to share the iCloud backup from iPad to iPhone?

5GB per ACCOUNT. If you're using the same account then they share the same storage.
It's really only intended for one device. Each device has its own backup obviously. My suggestion would be to only backup your most important iDevice (probably an iPhone) with iCloud since you'll get a backup every day, then backup your other devices with iTunes. Or upgrade your iCloud storage!
Also go in to the settings for each device and uncheck the items you don't want/need to back up to iCloud.
For me - I really don't need 500 mb of Zinio magazines backed up. And the kids Rockband game saves (150 mb) isn't really needed either.

You can also disable certain apps from backing up to iCloud. For example, you may not need all your magazine subscriptions and back issues to back up to iCloud, taking up space. You can turn those off.
I've turned off Navagon's backup to iCloud. There's like 700MB of additional downloaded maps that are stored on my phone, but I can redownload them at any time so I don't bother having those backed up to iCloud.
But, I will say that while 5GB may be enough for an average user with one device, it runs out very quickly if you take a lot of video or have more than one device, say an iPhone and an iPad.
My wife, who isn't really all that tech savvy, seems to store a ton of data on her devices. She's currently using around 16.5GB to store backups of her iPhone and iPad.
She's upgraded to 25GB for $20/year and I think that's totally worth it.
Have you looked at her devices to see which device is taking up so much space? I have 2500+ songs on my iPhone and with my iPad, I'm still under 1 GB.
To check: Settings>iCloud>Storage and Backup>Manage Storage.
My iPhone backup:299 MB
My iPad backup: 31 MB

5GB isnt enough storage for iCloud. my iPad backup is 1.4GB and my iPhone is 2.7GB. I only have 800MB and change left of storage. I want to use iCloud for emails but it's going to stop receiving mail if it fills up. Like 8gb would be nice. just saying not complaining.

Yeah, it's mostly video she shoots. And with the 4S's 1080p video recording, it's just going to get bigger.
Music, at least what gets purchased from iTunes, doesn't count towards your total.

FWIW, the music on my iPhone is only like 20% from iTunes and the others aren't going against my overall total. It would seem iCloud isn't backing up the music.
By excluding video apps like VLC and comic readers like ComicGlass from iCloud, I am well under 1 GB of usage w/ an iPhone and iPad.
Currently, iCloud does not support the backing-up of music purchased outside of iTunes. That feature is called "iTunes Match" and should be released some time later this month, and it will cost $24.99 a year.
