Several times since iOS11 and its bug fixes got installed on on iPhone 5s I have been unable to make calls.
When I press any of my Favorites or try to dial manually the screen never changes to the Dialing screen. After I power-cycle the phone I can then make calls as I could before...until suddenly I can not again.
I have not yet had the presence of mind to try flipping Airport Mode on and off, but I will try to remember to do that next time.

I see that Apple has some tech pages describing this problem and several temporary fixes but they predate iOS11. The phone did not ever have this problem until iOS11.
 
Maybe you should try "Reset all Settings" or restoring your phone. That usually helps with odd recurring issues.

Thank you Paddle1. I was leery but backed the 5s up and tried Reset all Settings but it still had the problem. Restore to factory settings and restoring from the backup fixed it.

The restore should help but you’re likely to see the phone issue again. It’s even occurred on my Series 3 Watch. Calls to my phone were not being picked up by my watch and I was unable to initiate a call from it. I had to restart the watch to get these functions back.

The phone issues have occurred frequently throughout iOS 11 versions. The Airplane Mode works frequently but occasionally only a restart will do. I’ve resorted to restarting my devices about every two or three days. I used to do this only about once a week or so.
