Houston (duh)
I feel like it’s a dumb question, but I’ve not found definitive information via search and my best Google-Fu.

When my iPP (5th gen) plays HDR video, it gets noticeably brighter than the SDR content as it should. This is always with video.
How come photos don‘t do the same? Should they?

Using my iPhone 13 Pro Max, the videos and photos default to HDR and the videos, without fail, run with the enhanced brightness. I have yet to see a photo get as bright, but they’re also HDR photos… why is that? User error?
