There is much of the new fifth generation iPad Air that is similar to the iPad mini sixth generation. I know there have been countless discussions with regard to the scrolling issue of the mini. I am wondering if there may be a similar observation from some that happens when the fifth generation air becomes available for everyone this Friday. Any thoughts?

It's never something I've noticed with my 4th gen iPad Air, nor have I heard it complained about. As the 5th gen iPad Air uses the exact same screen and design as the 4th gen, with only the chip and front camera upgraded (and addition of 5G for the cellular model) I can't see it being an issue with the 5th gen either.

The effect on the mini is on every iPad in portrait becouse that's how LCD works, the problem with Mini is that it's most often used in portrait unlike other iPads that's why it's annoying.
