So my iPhone 6+ wasn't loading things right so then I decided to power it off and when I turned it on it still didn't load things right so I just decided to turn my mobile data off and power it off for a bit so I did and when I try turning it on it would lead me to the start up screen for like a minute and then black out I kept trying to power it on repeatedly but it would just black out after the start up screen

Does anyone know what the problem might be and if so would Apple replace it with no charge since I pay insurance with my carrier
 
You probably have a hardware issue. However, you seem confused as to how carrier insurance and Apple warranty work.

If it's defective Apple will replace it (or repair it) for no charge under it's standard warranty in the first year. If you bought AppleCare+ then that year gets extended to two years, plus you get two ADH (Accidental Damage and Handling) incidents. If you did NOT purchase AC+ you are only covered by the one year standard warranty.

So, if you are within that year you can try and have Apple replace it.

If you got your phone more than a year ago Apple will charge you the Out of Warranty (OoW) price which is about $200+.

For your carrier insurance, that's a different matter. You have to deal with your carrier. Apple is not involved at all in any of that. Depending on your deductible it may be cheaper to give Apple the OoW price.

Well I just got it a month or two ago so I do fall in that one year limit

Cool! Take it in. The diagnostic is free and they won't do any work unless you authorize them to do so. Since it's less than a year you are covered under the warranty.
