So my 6S was stolen, and switched off. There was no passcode and find my iPhone/iCloud was not enabled. If the thief wiped it is there any way I can find my phone?
 
Unfortunately, nobody can track your phone now. The best option you have is to file a police report with the phone's serial number and call your carrier. If the police happen to come across your phone - say, while executing a search warrant - they know who to return it to.

Now, what the police can do is contact every pawn shop in the area to see if it is there.

What if the thief connects his iCloud account to my phone? Wouldn't I get some sort of notification?

No.

Think of it this way. Say you sold your phone to someone - obviously they would wipe it - or you would have before selling - and you would never get any messages when the new owner is setting it up with their info...
