I am not an iPhone user. My son tells me his 6s is running a version of ios 12 and won't update to 14 either manually or automatically.

Any suggestions on what might be blocking the update? Does he need to update to 13 before updating to 14?

No he doesn't have to update to iOS13 because it isn't available anymore. Are you sure your son doesn't have a iPhone 6? The iPhone 6 can't upgrade to iOS14, it's last version was iOS 12....
 
Check on the back of the phone, if it’s a 6s there will be a little “S” underneath the iPhone text. If that’s the case, it can be updated to iOS 14.

As said above, be sure there’s enough storage available for the update to be downloaded and installed.
 
If it is indeed a 6S, be sure he has enough free storage space to download, extract and install the update.
Good point, if it's a 16gb version it might not have the room. Pretty sure he would need to restore the phone and setup as new to get iOS14 to install properly..
 
If it is indeed an iPhone 6 and not a 6s, and as mentioned by others, yes, it is not possible to upgrade to anything higher than iOS 12.5.1.

If it is an iPhone 6s, then it should be possible to upgrade to the latest version of iOS, but it may be out of storage space to do it automatically. It may be possible to plug it into a computer and updated through iTunes on a PC or the Finder on a Mac. This allows you to bypass the storage limitations.

You could also back the iPhone up to either iCloud or to a computer and then erase and update it and then restore.
