7.1.1 Jailbreak help

i have an iPhone 5s running on 7.1.1
It is/was jailbroken, Cydia substrate has been deleted, I still have a few jailbreak apps, Some work some dont...
Before i delete substrate, I 'Erased all content and settings'... At the time i wasnt aware it was a stupid idea

My question is, How can i restore without update, Or, Just re-jailbreak? I dont have terminal or iFile installed, And i have ran Pangu7 several times and it always stop at 'Please make sure device is not password protected'

Any advice tips?
