if I get a new iPod touch 7th gen and connect to my car’s USB port, can I stream from my Apple Music account to my car audio? I won’t have WiFi obviously.

You'd need to download the music to the iPod. Without either wifi or tethering to your phone, you won't be streaming anything.

You could do that with as old as a 5th gen touch. Not that I'd recommend it. Got an old iphone you don't use anymore? If its a 4s or newer, you're golden for apple music
