It's entirely speculative but I'm basing it on the Back to School promotion which has been around $199 the last few years but for some reason is $299 this year.
 
Would make sense, with the decreasing prices of flash memory and the introduction of the 3G iphone.
 
No I don't think so; the promotion is the nano for $199, but they want people to buy stuff from the Application store, so that's probably why they included the Touch.
