I seem to have encountered a bug where enabling Restrictions > Cellular Data Use, will not grey out the Settings > Cellular. In previous version, setting that option to do not allow changes, it will lock out the toggling of cellular use section.

they say that one has to do restore and set up as new. I'm not doing that since I have the apple watch data.

If you backup your iOS using iTunes and encrypt the backup it will retain your Apple watch health data.

Yes I know that, which I always encrypt, but the restriction setting has no effect on the cell block.
bought new 6s, update it to 9.0.2, restore from encrypted backup. all stuff there, but restriction setting is ineffective.
