Is it as simple as deleting the public beta profile, rebooting? Or would I need to connect to iTunes again and manually install the ipsw file?
 
9.0 (and generally any) GM can only be installed via iTunes. Even when the final version of 9.0 comes out you'd still need to do it using iTunes since you would already be on a higher 9.1 version and would be "downgrading".

So I just hit shift/check for updates on itunes, installed 9.0GM, and all is fine. I then deleted the 9.1 Beta profile, however when I check for updates, it still wants to download 9.1 Beta. Weird. Suggestions?
 
why do you want to downgrade? whats wrong with 9.1?

As I pointed out, the carrier update for T-Mobile is HORRIBLE. I get 1 bar, hard to get LTE (always 4G) with 9.1 Beta. Full bars and full LTE with 9.0. Phone is no good if I can't use it as a phone, so I downgraded.

Not sure how to stop/cancel that, it won't run as long as I stay off wifi though

Apple doesn't officially support iOS 9 until Sept. 16.

In any case, I personally would restore to 8.4.1 to get the latest, non-beta carrier update, then update to 9.0 on the 16th. ...I'm running iOS 9.1 betas on devices that don't matter, but, not on my main iPhone (6), I'm (trying to patiently) wait for Sept. 16th to update my iPhone.
 
Or out the phone into recovery or DFU mode and let iTunes do it all for you.
this^ ...or if you have a proper backup, and have synced on iTunes w/8.4.1 on your phone, you may have it on your computer already.

The reason I suggested going back to 8.4.1 is that, even though 9.0 is GM, the carriers still might put out carrier updates on launch day.

Does downgrading from 9.1 to 9 work? I am planning on selling my iPhone 6 plus on eBay and want to sell it with the official iOS 9 instead of 9.1. Thanks.

If you're selling it before the 16th you should downgrade to 8.4.1. If after the 15th, you'll be able to downgrade to 9.0, as apple does not officially support it until the 16th.

FYI: be sure to sign out of your apple ID account before you wipe the phone, otherwise you have to go through the setup process and then sign out. Either way, if you don't sign out, it will still be attached to your apple iD and the buyer won't be able to use it...until you get online and do what steps have to be done to fix this.
