9.3.1 jailbreak help

I tried pphelper_5.0.3.1142_25pp_00119_Setup and pphelper_5.0.3.1236_25pp_00121_Setup on windows 10 64 bit connected to my ipad air 2 with 9.3.1 and it won't recognize the ipad whereas itunes recognizes it just fine. Followed the youtube vids and no luck.

Also iosem.us/app/install/ppjail website is down

What is the best path to take to jailbreak and get cydia on this thing?
