9.3 Apple Pay problems

Anyone experiencing problems adding a credit card to Apple Pay in 9.3? I had to restore my phone due to an issue, requiring me to re-add my card. Well, every time I try, I get in this bizarre iCloud sign-in loop. I sign in, verify in settings, go back to wallet...and have to sign in again. Sometimes I get an "Could not set up Apple Pay / An error occurred while setting up Apple Pay" message. I've tried logging out of iCloud and restarting...no luck.

Yes had that. Disable two step verification, add the cards, re-enable two step.
