iPad 9.3 - Keyboard multitouch gesture broken

Since upgrading to 9.3 on an iPad Air 2, more often than not the 'two fingers' gesture to control the insertion point does not work when in split view. It always work when it one app at a time, but about 70% of the time it does not when two apps are on screen. This can be Notes, Mail, Twitterific - there doesn't seem to be any pattern.

Has anyone else noticed this?

I notice it works less frequently when in one app. I haven't tried it with split view but I will later today...
