What about system services? Usually whatever is using or recently used location services will have the location service arrow displayed next to it in settings.
Have you tried restarting to see if that would fix it? If not, perhaps disabling location services and then enabling them again? Beyond that resetting some settings, like network settings, or location and privacy settings, or perhaps all settings?

Well, moisture can certainly do all kinds of things, so it's hard to tell one way or another really. But if all those things don't work I'd try restoring as new to see if that gets it sorted out. If not, then it sounds like there might be something wrong with the device itself potentially and it might be worth contacting Apple about it.
