Perhaps many of you don't know that if your phone is on wifi and plugged in, iOS 9 update has already started downloading. You needn't do anything!
What Win10 can do iOS 9 can do better.

this is nothing new and it sure is not a forced update, no one is forcing you to click install or to agree to the term of conditions. just delete the file if you dont want to install ios 9

It’s located under settings > general > storage. I do agree that there should be a toggle to stop iOS from downloading the update. The iPhone doesn’t know where your Wi-Fi comes from (e.g. mobile hotspot).
