I am a total editing/resizing spaz, and need the help of a kind expert on this forum.

I have some footage of a drive I did whilst at work a while ago, and I want to edit it so that I can use a small loop of it as an avatar on forums (fora?) that I use. When edited I still want to be able to tell that it is a car racing through traffic with lights flashing (police car - I'm a cop). I don't want the colours changed or effects put in, just resized etc so it works as a 5 second or so loop on an avatar.

Is this possible?

I will of course beam the footage to the helper, and they will have my undying gratitude for creating the coolest avatar ever.

What you want it to capture each frame as its own image, then insert it into a program that can create Animated GIFs, like Adobe Illistrator. That should do what you are looking for. Animated GIFs can be either very simple (one frame per second) to very complex (30+ frames per second), the only real difference will be speed on older computers and file size.
