"I recently upgraded my 2017 MacBook Pro A1708 to a 512GB SK Hynix SSD as my old memory was insufficient. However, when I tried to swap the SSD from the old one to the new one, the new SSD did not show up. I attempted to install in recovery mode and using an install USB to clean install, but it still did not work. From my understanding, I need to install an operating system later than High Sierra to recognize the new SSD Is that correct??? or It can be okay any other os later than High seirra?. However, I previously used Ventura OS with the old SSD. Would it be advisable to reset the NVRAM, or should I use a USB installer such as High Sierra or Mojave to perform a clean install? Any suggestions would be appreciated. Thank you."

I believe the MacBook needs to be running a High Sierra bootrom or newer in order to work with 3rd part NVMe drives.

I suggest installing the original SSD and upgrading to the most recent OS for the MacBook. Doing this will ensure that the MacBook is running the latest bootrom. Older versions of macOS can run on a newer bootrom.

First of all thank you for answering me
I updated my old SSD to Ventura firmware before swapping to a new one, but the Ventura boot room didn't appear. Assuming that I already have the newer firmware version, how can I change the boot room to High Sierra or another operating system?
I'm panicking :(
