They have never been 100% smooth. Even through iOS 7.1.2, I remember that there were still dropped frames when turning the orientation with a keyboard displayed, using Control Center over a keyboard, over "Slide to Unlock" on the lock screen, turning the App Store, etc, etc. How are things going for iPad Air, iPad mini 2, and iPad mini 3? Is it all still a wreck? If it is, I will probably just give this thing up and buy an Air 3 when that rolls around. It's insane how this iPad mini 2 of mine has always had performance problems, even on its very first iteration of iOS.

I currently have an iPad Mini 3 and haven't noticed these issues to the degree that you have described. Every once in awhile I had a dropped frame when I was using graphic intensive apps but that as about it. I am currently on iOS 9 and the responsiveness have improved. Safari tabs don't reload as much (still more often than I would like but hey 1gb of ram will do that), and the new features are a welcomed addition. It's in beta so obvious refinements are needed but iOS 9 has breathed new life into the iPad mini line. I can actually get things done on it band sides consuming media.

With Metal in iOS 9, things will be much smoother. Since the new iPads are not released until October, you will have around a month to decide whether you're satisfied with the improvements.

Fair enough. Any improvements are welcome, but I just really want specifics since I'm nit-picky lol. Some aren't bothered by or pay attention to the low frame rates caused by these scenarios, so it seems you won't be able to provide too much helpful info... Which is okay. Isn't anyone's fault.

Have you actually observed any of these improvements though? Yeah, Apple has made it clear that iOS 9 has Metal running the UI, but that still might not be enough...

Idk, I've lost hope since things have had a degree of stutter for over a year and a half, that's why I'm so desperate and annoying about this lol.

It is far too early in the beta process to really assess how optimized the new OS is. If you are someone who is bothered by dropped frames, you'd hate the beta in its current stage. Using "Slide Over" or the new multitasking screen will result in dropped frames at this stage of the game. But considering that it is day 3 of beta one I am more than satisfied.

I understand. I am being way too quick to assume my iPad is screwed and won't be fixed by iOS 9.
