Is it possible to developers implement airplay right into their apps? Like what iTunes does? Or Apple didn't provide such feature?

Airplay for sound is enabled system wide for all machines in ML. Mirroring is also enabled system wide if your machine was released in and after 2011. Devs need to do nothing to implement it as it is system wide.

I know that, but I wish i could just "send" a video to my apple tv without needing to mirror the screen (the same way I can do with itunes), I'm saying that because I noticed that when I'm mirroring the screen the video get laggy while on itunes it's smooth.

Of course have a lot of advantages such as just "airplay" an app just this one is sent to the apple tv.

That is basically using iTunes as a media server.
