I've been wondering if I have my iPhone 5 currently backing up everything on my iPhone 5 including games, etc. to iCloud...

when I re-install a fresh clean iOS and I want to do a clean install instead of a backup. Is there a way to get the games & etc data to the new phone thru iCloud or thru some other method?

What happens is Apple "takes note" of what Apps you have installed on the iPhone. When you restore from a backup - the phone automatically starts downloading all the apps you had on your phone. The apps data is saved to iCloud. So if you have an app where you filled in user data and the developer of that app enabled iCloud sync - you would get that user data back.

If the app in question sync'd to iCLoud or elsewhere, then yes you could get your data back. Of course if you wipe your phone and set it up as new, you also have to enter user ids and passwords and such.

You're likely to lose app data if do wipe your phone.

Yes, I'm not restoring...I will be setting up as new.

Does anyone know how to backup my iPhone 5 and manually import game & etc. data once the new iOS is installed?

I won't say there's no way to do that unless all your apps save their data to iCloud, but you might be able to do it if you jailbreak both OS versions. And remember jailbreaking is only maybe.
Do you just want to set up the phone as new? Or do you need to do that? I've had no problems updating iOS and I've even restored new iOS devices from old backups without an issue.

I'm having issues with my phone that Apple is requiring me to re-install iOS and then "set up as new" rather than a backup. But I don't want to lose my game data on several games, I don't care about having to input usernames and passwords for email and what not but game data is something that I was concerned won't automatically save.

Quick question, does Apple's Game Center automatically save this game data?

For games that use Games Center, it saves some of the data. But how much data will vary from game to game. Mostly it saves achievements (by whatever name they're called) and might save what in game stuff you've unlocked by playing the game.
