The java control panel app got removed in 10.8 or some 10.8.x versions. So it dissappeared for everyone.

No!

10.8.2, Java is in System Preferences as you can see, but it will open Java Control Panel.

If I right click on the App in the Dock to show in Finder I get this:

/System/Library/Frameworks/JavaVM.framework/Versions/A/Commands/java

I don't have java in System preferences, and if I install java, it's only put a plugin file into "internet plugins" folder...

Really there is no decision? (
If I run "/System/Library/Frameworks/JavaVM.framework/Versions/A/Commands/java", it runs a terminal.

Apple installs Java 6. If you want the control panel in system preferences then go download Java 7.
