Just wondering but, does the MBA actually stay turned on during this? I know people have said its similar to the iPad in terms of sleep. It may be a silly question but just wondering.

The Air is not on during sleep, but it does power the RAM so the contents are not lost.

In standby (formerly deep sleep), the Air is not on and does not have to power the RAM because it copies an image of the RAM to the SSD for maximum power savings.

Is it right to say that after standby (deep sleep), the MBA powers back on within a few seconds but doesn't show the resume progress bar the way MBPs do? I drained the battery and let it shut down by itself, then powered it back on later, it came back to life after a very short pause.
