Thank you! It does indeed something but it does not bring up the accent menu for me. It brings up a menu that looks like the accent menu but the only choice it offers for a lower case letter (e.g., for e) is the choice between the lower case and upper case version. I'd really want the accented versions (because the shift key is still functioning just fine). Well, with a bit of luck it will get fixed eventually. In the meantime I'll just be switching between different keyboard settings.

The accent menu still pops up for me. I don't think it can be turned on and off in System Settings. It's just automatically on all the time I think.

Sigh, I solved it. Many thanks for your help, in particular @galad. The solution was in my first screenshot of the system settings for the keyboard (kind of). After setting MacOS defaults the desired behaviour is there but only after the delay set in the system preferences has past. If it is set so long like in my case then it takes too long for an impatient person like me and one is tempted to believe that the accent menu is gone. It's not. It's there. It works like is has. All good. I like the new version of the OS. Sorry about asking an unnecessary question.

I had that same problem with the accent menu not showing up after the update to Ventura. I hadn't understood at first from reading the above exchange that I had to change the "delay until repeat" in keyboard settings to be "short". I hope this clarifies it for someone else.

I'm struggling to enter accented characters in Ventura without awkward work arounds or changing the keyboard country setting. It used to be easy and convenient with the accent menu. Has that gone now?
The Apple support pages (https://support.apple.com/en-gb/guide/mac-help/mh27474/mac) have not been updated for Ventura yet. Is Apple aware that Ventura has been released?
I am having this issue too. I did a few things including deleting and re-adding the Spanish keyboard (and I also deleted a pinyin one that was there for some unknown reason) and changing both the Key repeat rate (to a medium level) and the Delay until repeat rate (to short) and this solved the problem when typing in Word - but the problem still exists elsewhere, and if I hold down an n for example, instead of the n with a tilde I get this ṉ or ŋ.

I updated to 13.5 a few weeks ago, but did not notice until 13.5.1 that the "pop-up" selection for accented characters would no longer appear when I held the vowel character down. There is an excellent "how to solve" page at How to Enable Accents... Ventura (Fixed issue). For me, I think the toggle of setting for "Full Keyboard Access" is what did the trick for me (their Solution #5). Full Keyboard Access was already disable but I had to enable/disable and the feature returned.
