Acceptance usage Page Problems

On our guest network we have an acceptance usage page for our guests. It simply goes to 192.0.2.1 and to get on the guest internet you would need to click accept. The issue here is when the guest clicks on the guest wireless she does not get directed to the acceptance usage page. In the past when this happens I found out by going to a page they have not been to will get the user to the page to accept the usage thing, but with this mac that did not work. I then just navigated to the page itself. When doing this it brings up the disclaimer and the accept button on the bottom. When clicking on the accept button the page flashes and nothing happens. It acts like it sees us selecting the button but does not want to do anything about it. Has anyone ran across this issue before?
